The following programs are available through the New Jersey Soccer Association for all Men and Women players and teams in the U-20 and U-23 categories.

These programs are implemented during the Spring/Summer of each year thus allowing the maximum participation of College players as well as all other players that qualify within the age requirements described below.

For the 2010 Summer Season the age requirements are as follows:

U-20: teams composed of players born ON or AFTER Aug. 1, 1989

U-23: teams composed of players born ON or AFTER Aug. 1, 1986

The 2010 U20/U23 NJSA Development Program for Women is organized and operated as a Summer Competition in the two age groups detailed above in the form of a LEAGUE COMPETITION during the months of June and July.

The fees to participate in the 2010 program is $325.00, PLUS Player Registration fees PLUS referee fees at each game played.

For those teams that do not have a field available to play their home games, the Program has a field available in Manalapan for an additional fee to cover the cost of renting the fields.

The program participation fee includes the following benefits:

  1)      $50.00 affiliation fee to the NJSA (normally the affiliation fee is $75.00 but since this is a NJSA program, the fee is reduced when joining this program)

2)      $25.00 for Program Administrative costs

3)      $250 as Performance Bond

4)      For those teams that would like to use the Manalapan field as their home field, there is an additional charge of $25.00 for each game played in Manalapan

The Performance Bond in the amount of $250 is used to deduct any fine issued against the team. The balance of such performance bond is returned at the end of the season and upon return of all the passes to the NJSA.

Each player must be PROPERLY registered, and there will be a charge $25.00 per ADULT player to cover insurance cost and USSF fees for each player.

A currently registered YOUTH player, will be charged $15 to cover Adult Insurance cost (instead of $25) upon presentation of his/her Youth pass or US Club Soccer pass.

A currently NJSA registered ADULT player, will be charged $15 to cover USASA registration fee upon validation from the NJSA State Registrar.

This player registration fee is due at the moment of registration.

SUSPENSIONS shall be applied to the next league game(s).

Each team is responsible to cover the costs of referees in all the competitions (League and/or Cup games) in which they enter.

Participation to the NJ State/National Cups is OPTIONAL.

Teams participating in the NJSA U20/U23 Development program that want to participate in the Cups, will be required to pay an additional entry fee of $150 (NJSA will subsidize the rest of the entry fee).

The 2010 season shall be played as a regular championship league.

Depending on the number of participating teams, one or two groups of teams may be formed within a Division.

If there are not sufficient entries to separate the U20 from the U23, then a single U23 age division will be organized.

Teams will play each other once within each group.

If necessary, night games may be scheduled during the week.

If there is more than one group within a Division, then a Playoff final shall be played between the top two finishing teams of each group.

Teams that can provide a Home field will be allowed to use their field for their home games.

Teams that do not have a home field, can rent the fields available to the Program in Manalapan, NJ

Each team must declare their field use BEFORE the schedule is printed.

All games are to be scheduled for either 4:00 PM or 6:00 PM

Standings will be kept during the League format competition to determine the final position of the teams.

Weekly standings in each division will be determined as follows:

a) Greatest number of points obtained in all played matches within the division;

b) Greatest number of points accumulated in Head-to-Head games among teams involved.

c) Greatest "Average Number of Goals Scored" in all played matches in the regular season (Number of Goals Scored divided by the number of games played).

d) Best "Average Goal Difference" in all played matches in the regular season (Goals Difference divided by the number of games played).

If two or more teams are equal on the basis of the above criteria, their rankings will be determined as follows:

e) Goal difference resulting from the group matches between the teams concerned;

f) Greater number of goals scored in the group matches between the teams concerned;

g) Teams will receive same standings and awarded similarly.

Every attempt will be made to provide for one Official and two Assistants for each game.

Referee Fees will be equally divided among the two competing teams and they are paid at the END of each game.

ALL players must have NJSA issued passes.

Youth Passes will not be accepted.

Passes must be presented to the Referee before each game.

ALL games shall last 90 minutes.

A playoff Final if necessary, shall last a regulation 90 minutes, with extra time of twice 15 minutes in its entirety and Penalty kicks if necessary.

The top team in each group shall receive a Team Trophies.

Team Trophies will be presented to the team during the Annual NJSA Awards Dinner

The NJ State Cup is a program created for the benefit of NJSA affiliated Leagues and their affiliated teams. Participation in the U20/U23 State Cups is open to all Men and Women teams that are affiliated with the NJSA thru one of its Leagues or programs.

State/National Cups in NJ, for both Men and Women, are in a format to be determined.

ALL participating PLAYERS MUST have NJSA issued passes.

Player registration rules and fees are applied to ALL Cups participating teams and players.

Entry fee to participate is $250.

Teams participating in the NJSA U20/U23 Development program will receive a subsidy of $100 from the NJSA if they wish to enter therefore the balance of $150 will have to be paid by the team that wants to participate.

The teams that win the State Cup shall represent New Jersey in the Regional finals and possibly in the National Cup finals.

A team can enter BOTH the U20 or the U23 State/National Cup competition if they qualify according to the Age requirements.

Depending on the number of entries, the 2010 Cup competitions are scheduled as follows:

U20 State Cup finals for Men and Women are scheduled for Sunday June 13, 2010 at a location to be determined.

U23 State Cup finals for Men and Women are scheduled for Saturday and/or Sunday June 19/20, 2010 at a location to be determined. Saturday games may/may not be scheduled, depending on the number of entries.

Regional Finals for the U23 (both Men and Women) competitions, are scheduled for the weekend of June 26, 27, 2010 at a location TBD

National Finals for the U23 (both Men and Women) competitions are scheduled for July 25, 26, 2008 in Kansas.

A National Tournament for the U20 (both Men and Women) competitions is scheduled to be played in Manalapan, NJ on July 17/18, 2010.
