U-20/U-23 PROGRAMS
The following programs are available through the New Jersey Soccer Association for all Men and Women players and teams in the U-20 and U-23 categories.
These programs are implemented during the Spring/Summer of each year thus allowing the maximum participation of College players as well as all other players that qualify within the age requirements described below.
For the 2009 Summer Season the age requirements are as follows:

MEN
2009 U-20/U-23 DEVELOPMENT PROGRAM
The 2009 U20/U23 NJSA Development Program for Men is organized and operated as a Summer Competition in the two age groups detailed above in the form of a SERIES OF 4 TOURNAMENTS during the months of June, July and August, 2009
The fee to participate in this program is $425.00.
This Program participation fee includes the following benefits:

| Entry fee in as many as 3 of the 3 NJSA U20/U23 Development Tournaments (valued at $225). The 4th tournament is the NJ State Cup for which there is a separate fee. | |
| A refundable Performance Bond of $100 | |
| Eligibility for a credit rebate for each of the Tournaments in which a team participates to completion. |
The above fee DOES NOT include Referee fees for the tournament games.
Participation to the NJ State/National Cups is also counted as part of the TOURNAMENT SERIES. Those teams that want to participate to this Tournament, will be required to pay an additional State Cup entry fee of $125 (NJSA will subsidize the rest of the entry fee).
Player Registration:
| Each player must be PROPERLY registered, and there will be a charge $25.00 per ADULT player to cover insurance cost and USSF fees for each player. | |
| A currently registered YOUTH player, will be charged $15 to cover Adult Insurance cost (instead of $25) upon presentation of his/her Youth pass or US Club Soccer pass. | |
| A currently NJSA registered ADULT player, will be charged $15 to cover USASA registration fee upon validation from the NJSA State Registrar. |
This player registration fee is due at the moment of registration.
Discipline:
| A fine of $5 shall be issued for EACH YELLOW CARD | |
| A fine of $25 shall be issued for EACH RED CARD. | |
| A fine of $75 shall be issued for FORFEIT game. |
These fines will be deducted from the Performance Bond that is part of the participation fee.
Red cards SUSPENSIONS shall be applied to the next game(s) in any Tournament.
Referee Fees:
Each team is responsible to cover the costs of referees in all the competitions (Tournament and/or Cup games) in which they enter.
FORMAT EXPLANATION:
A team that joins the NJSA U20/U23 Development Program will pay a participation fee of $425 plus $25 per player ($15 per Youth player or ADULT player already registered for another team in the NJSA) registered to play.
Once a team joins the NJSA Development program, they will then be able to pick and chose up to 4 of the tournaments offered by the NJSA. A Program member team has the option to participate in the NJSA State Cup.
Attendance to each tournament MUST BE CONFIRMED IN WRITING (e-mail is acceptable) with the Games Chairman, NOT LATER than the Sunday night PRIOR to the weekend of the tournament (7 days in advance).
A team that confirms its attendance to a tournament and does not show up for ANY ONE of its scheduled games, shall be fined $75 and shall NOT receive the credit for that tournament.
Upon completion of participation in the NJSA tournament(s) to which a team has signed up, the team shall receive a credit based on the following schedule:

| . Participation in 2 Tournaments - $50 ($25 for tournament #1 + $25 for tournament #2) | |
| . Participation in 3 Tournaments - $100 ($25 for tournament #1 + $25 for tournament #2 + $50 for tournament #3) | |
| . Participation in 4 Tournaments - $150 ($25 for tournament #1 + $25 for tournament #2 + $50 for tournament #3 + $50 for tournament #4) |
A team MUST COMPLETE ALL of its games in a given tournament to be eligible to receive a credit for that tournament.
The total amount credited to each team during the season, shall be mailed to the team AFTER ALL THE PASSES ISSUED TO SUCH TEAM HAVE BEEN RETURNED TO THE NJSA.
In a few words, a team that does not have any cards or forfeits would be eligible to get their performance Bond back PLUS the credits totaling $150 if participate in all 4 tournaments
2009 NJSA U20/U23 DEVELOPMENT TOURNAMENTS SERIES
The NJSA shall organize four (3) U20/U23 Development tournaments during the Summer of 2009.
These Tournaments shall be organized for the benefit of any U20 and U23 Men team.
Any Men team that is affiliated with the USASA shall be eligible to participate in these tournaments.
Teams from out of state are welcome to enter these tournaments.
The entry fee for NON- NJSA U20/U23 Development Program members is $100 per team for EACH tournament.
ALL players participating MUST have been registered with the USASA and MUST have USASA issued passes. NO Youth passes are allowed: ALL players must have Adult passes.
Participation in each of the Tournaments shall be based on a First-Come, First-Served basis of written confirmation. Each Tournament shall be limited to a maximum of 8 teams per age group.
During the Summer of 2009, the following tournament shall be organized as follows (locations are to be determined):

Overall Champion:
An Overall Champion shall be declared out of the U20/U23 Development Program members at the end of the season.
To be eligible to become the Overall Champion, a team must participate to al least 3 of the 4 tournaments.
The Overall Champion shall be determined by giving POINTS to the Development Program Member teams based on their performance in the NJSA Tournaments.
The more NJSA tournaments a team participates in, the more points it will accumulate.
Points shall be assigned as follows for EACH NJSA TOURNAMENT:
| Team that finished FIRST in a Tournament shall receive 10 points. | |
| Team that finished SECOND in a Tournament shall receive 6 points. | |
| Teams that lose in the SEMIFINAL (if one was played) shall receive 3 points each. | |
| All OTHER participating teams that do not score points otherwise shall receive 1 point. |
The Overall Champions shall receive a team trophy and 22 individual Player Awards.
Referee Fees:
Equally divided among the two competing teams, they are paid at the BEGINNING of each game.
Player passes:
ALL players must have USASA issued passes.
Youth Passes will not be accepted.
Passes must be presented to the Tournament Director before the First game of the Tournament.
Duration of Games:
Depending on the number of games to be played in each event, and based on the number of teams participating, each game may last from a minimum of 40 minutes to a max of 90 minutes.
The Tournament Committee shall notify all the teams before the start of the event.
Format:
Tournaments are in a format to be determined depending on the number of entries in each category.
Trophies:
For each tournament, the top 2 teams shall receive Team Trophies: no individual trophies shall be distributed for Tournament play.

U20/U23 NJSA STATE and NATIONAL CUPS
The NJ State Cup is a program created for the benefit of NJSA affiliated Leagues and their affiliated teams. Participation in the U20/U23 State Cups is open to all Men and Women teams that are affiliated with the NJSA thru one of its Leagues or programs.
State/National Cups in NJ, for both Men and Women, are in a format to be determined.
ALL participating PLAYERS MUST have NJSA issued passes.
Player registration rules and fees are applied to ALL Cups participating teams and players.
Entry fee to participate is $250.
Teams participating in the NJSA U20/U23 Development program will receive a subsidy of $125 from the NJSA if they wish to enter (balance of $125 to be paid by the team).
The teams that win the State Cup shall represent New Jersey in the Regional finals and possibly in the National Cup finals.
A team can enter BOTH the U20 or the U23 State/National Cup competition if they qualify according to the Age requirements.
Depending on the number of entries, the 2009 Cup competitions are scheduled as follows:
| U20 State Cup finals for Men and Women are scheduled for Saturday and/or Sunday June 13/14, 2009 at a location to be determined. Saturday games may/may not be scheduled, depending on the number of entries. | |
| U23 State Cup finals for Men and Women are scheduled for Saturday and/or Sunday June 20/21, 2009 at a location to be determined. Saturday games may/may not be scheduled, depending on the number of entries. | |
| Regional Finals for the U23 (both Men and Women) competitions, are scheduled for the weekend of June 26, 27 and 28, 2009 in Manalapan, NJ. | |
| National Finals for the U23 (both Men and Women) competitions are scheduled for July 24, 25, 26, 2008 in Orlando, Florida. | |
| Regional Finals for the U20 (both Men and Women) competitions are scheduled to be played in Manalapan, NJ on July 18/19, 2009 (rain date of July 25/26, 2009). |
The USASA has not yet decided if there will be a National Final for U20 teams. We will keep you informed.
