GAME TIME PROCEDURES

1) A League Game Delegate should be arriving at the game at least 30 minutes BEFORE kickoff.
2) He/She introduces themselves to the Referee and Assistants before the match.
3) Observes from a proper distance (preferably from an elevated position) the pre-game activities of the game officials such as their arrival time and to see if they inspect the field of play.
4) Observes the check-in of the teams. Keeps close look to see the activities of the teams pre-during-after actual check in by players and looks for any foul play.
5) Receives just prior to kickoff the passes of both teams from the Referee.
6) During the first half of play will compare the passes of each team to a list of eligible players for that match as well as inspecting their validity.  Team Rosters to be provided with game assignment.
7) Attention: there may be cases of players for whom you receive the pass, but his name is not on the Team Roster. Report such case in your Summary form. You do not need to make a determination of such player eligibility. The League Registrar will make the final decision as to his eligibility. Please report only if such player actually participated in the game.
8) Attempts to verify if players on field are the same that are pictured on pass.  We understand this may be difficult from a distance.
9) Keeps close monitor of bench areas of both teams. Teams are only permitted to have a maximum of 11 total people on their bench (7 substitutes dressed to play + 4 carded team officials with corresponding passes)
10) Observes Referees and Assistants during the game.
11) Observes Players on field for talent and contributions to the game.
12) At Half-Time returns passes to Referee and would advise them to re-check a particular player if necessary.  Would also inform the referee of any player passes found ineligible or irregular.
13) Advises the referee of any inappropriate behavior of the bench area of the teams.   This could include numbered shirt changing or excess personnel, etc.
14) During the second half of play continues to fulfill all your tasks above.
15) At the end of the game fills out the following 4 Champions League forms: a) a Referee Evaluation form. b) a Player Evaluation form. c) a Game Delegate Report form. d) a League Game Delegate Summary form.
16) In order to complete the players evaluation form, since you only have a shirt number for the players that you want to evaluate,  you will need to either ask the information from the teams at the end of the game (this may be a little uncomfortable) or (best solution) ask the referee to look up the names from the game line sheet.
17) MAIL within 24 hours all 4 forms to Mel Smith, League Delegates Coordinator, care of NJ Champions League, P.O. Box 9265, Trenton, NJ 08650
18)  Upon receipt of the completed forms he/she will be issued the proper fee.
